Jay,
The reason you are having the problem is that you are using an order API that
outputs information to the browser. As mentioned in the help this will cause
problems.

Note:
The PayPal payment method may be incompatible with
some Order API applications. If the PayPal payment method
is enabled, the Order API application must not send any
output to the browser (stdout).

Note that you must also have a PayPal Business or Premier account. If all you
have is a personal account it can be upgraded on the PayPal site to either
business or premier.
