Well, actually it is not really a problem specifically with either.
VeriSign does not actually reject transactions based on a bad address
info, they just run the authorization transaction and then inform the
calling software (in this case, the ShopSite software) of the results,
including the AVS results. ShopSite can then reject the order, based on
your AVS settings in ShopSite. But, the authorization transaction is
already run on the VeriSign side.
Authorize.net is different in this respect, the AVS settings are on
their side, and because of this they can actually reject the transaction
on their end and then inform the calling program (ShopSite) of the
reason for the rejection.

Ah, we just reproduced the error...
We submitted an order with a Zip Code that was wrong, it bounced us back
BUT it still reserved funds
from the credit card.
So it doesn't actually charge the card, and it doesn't actually place the
order, BUT it does reserve
the funds on the persons credit card. It's not really a problem unless
they submit it multiple times
and max out their card, and then get POed bout it.
