You can not change the storeid and have your store still function. It is specified in the authorization file that your store uses and is tied to the url that that store uses. If you were to get a different authorization file with the new storeid that you want, then any encrypted data in the store including: order information, login information for your merchant interface, login information for your registered shoppers, login information for payment gateways, shipping methods, etc. would no longer be be useable.
If you are OK with losing all of that information, you could talk to your host about getting a new authorization file. But unless there is some critical reason that it must be changed I would recommend not doing it. Since it is never displayed to anyone outside of the backoffice of the store there really is no reason to change it.
