Basically if you lease a store which is hosted with a ShopSite partner they are suppose to provide the support to you. If you purchase the license outright you can purchase an annual support contract or individual incident support (links on the page listed above.) A few hosting companies offer ShopSite to their customers but they don't collect the payment for the store, they defer to have ShopSite do the billing. In that case support is available by email to the address that is given when you sign up for the store.
