State/province in France

I have a customer in France who is having a hard time in the shopping cart because the cart requires a "state/province" and she doesn't have one. How do I fix this?

You can edit the State/Province list in Commerce Setup -> States and Countries. You can either add the states of France to the list, or you can add options like 'Not Applicable' or 'None', etc. In the format:

Not Applicable;Not Applicable
None;None
