Yes, anyone who goes directly to the order.cgi would get the error screen because the required parameters are not on the url.
Since you are using Google Analytics for reporting on your site it would be reasonable for that url to show up. I simply means that someone (or something) went to that url. They may have just used the browser back button, manually typed the url, found the link through a search or any number of other reasons. You should configure your server so the shopping cart cgi directory (store/shopsite/sc ) is not being indexed by search engines. This is typically done by using a "robots.txt" file in the directory to indicate that robots should not index files in the directory. A web search for "robots.txt" will give you more info on how to do that.
