Separating billing and shipping allowable addresses

I am trying to allow a United Kingdom (England) billing address with a USA shipping address. We do not ship to England, so cannot just add the UK as a country in the States and Countries configuration page. Basically I need to separately configure the billing States and Countries and the shipping States and Countries.

Any advice will be appreciated.

The billing and shipping options use the same lists of countries , so there is no built in way that this can be accomplished other than if you leave the input fields as text boxes instead of select boxes. You can only do that if you are not using tax by zip, VAT, Avatax or a tax api script, and you are not using UPS, USPS, FedEx or a custom Shipping API, and you are not using a payment method that requires passing the country and/or state as a special code. Without using any of those features you are very limited in what the store can configure for tax, shipping, payment method etc.
