question about "taxable amount"

We recently had some orders that included a line item for a "taxable amount." I hadn't seen this before, and I'm not sure what's causing it.

Here are some of the facts.

+ All the items in the cart are marked to apply tax, but these orders were in states where we don't apply tax.

+ The "taxable amount" only included the cost of some of the items.

+ The actual tax was listed as zero and no tax was added to the total.

Any ideas what's wrong?

What version of ShopSite, What product level, Pro, Manager Starter,
What type of tax do you have enabled?

I'm on ShopSite Pro 10 r7

I selected the "Use ZIP Code to determine sales tax" option and I apply tax in five states.

If some items in the cart are taxable and other items in the cart are not taxable the Taxable Total line will appear and will have the value of those items that tax will be charged on. If all items in the cart are taxable or all items in the cart are not taxable the Taxable total line is not displayed.
