Nothing is ever simple.
If you have a pro level store you could enable the Quantity pricing feature and assign product from the same manufacturer to the same group. Then fill out the quantity pricing table for the discount based on the number of products they purchase.
Note that this only allows actual price discount and not % off so you would need to compute the discount manually when entering the quantity prices.
