Is there any simple method of defining the width of the Pull-down Menus in the Option Text? They seem to be taking the length of the longest entry. I noticed this is done on the Shopping Cart but not sure where its being controlled.

You would have to define a style for the element and set the width of the field that way. If you view the page source you can find what style tag is assigned to the area and then modify that style in your .css file.
