Setting up Canada as a destination - to get Ship Cost right.

We currently only ship within the US and will soon add Canada as a destination option. I know how to add Canada as a drop down for the country but I do not know how to get the system to calculate Canadian Shipping Costs from the US.

One thing I do know - we do not want the system to calculate the Brokerage or Tax Fees.
