Does shopsite have a feature of something like a radio button of "I do not agree" or "I agree to the Terms & Agreement" in the Confirm Your Order page after Checkout page? Or can how can I include this in the page?

Use the custom checkout fields (Pro Level store only) found on Commerce Setup > Order System > Check Out.
