shipping international

I have selected to ship international. But on the checkout page, if I select a different county, under the state drop down. The US states plus only a couple of predefined international cities come up..

Any Ideas?

You can edit the States list on Commerce Setup > States and Countries and add something that will be selectable for international shoppers, such as "None" or "International" etc.

Is there a way to do a flat rate on US, and a flat rate on International ?

For the life of me, I can't seem to figure out HOW to edit the states list- I want to add in APO options, so that military customers can select the appropriate choice for State field (currently they select a US state, and write in the customer notes text field). I want it to be effortless for them.

Searched help files and forum- saw the ability to do this, can't figure out where at back office I adjust this. Thanks!
