Solving the NY State Sales tax problem

Hi,

I have posted this concern in the enhancement forum but I also want to post it here.

I have a client who sells rugs on her website. Her business is based in NY so she has to collect NY State sales tax. Taxes are calculated by county. Shopsite allows sales tax calculation by zip code. However one zip code can cover more than one county with two different sales tax rates.

If you look up Farmersville Station or Farmersville you'll find it resides in Cattaraugus County, sales tax 8%. It's zip code is 14060. If you look up 14060 you'll find that it serves both Cattaraugus County and Allegany County. The sales tax in Allegany County is 8.5%. We tried to give customers a choice of selecting their county and appropriate sales tax. But they select "I'm not from NY, 0%". There's nothing in the Shopsite software to prevent them from doing this. Now surely there is one website using Shopsite software for a business in New York State that is complying with the law. Can we know what they are doing? Is there a way to force a customer with a New York Zip Code to select his county and pay his tax? Does Shopsite have programming services that we could hire to make this work?
