No decimal allowed for Coupon discount %

We are a certified GSA re-seller and when creating coupons by order amount, we have to use specific GSA percentages. Some percentages need to have a decimal in them, ie: 6.5% off. Shop Site however does not recognize the decimal for the discount percentage. It refers to it as basically an invalid character.
