A customer of ours wrote in his order comments:
"Making me reenter all of my information because I added
the +4 digits on the ship address is absurd. Those 4 extra
digits are not going to change your shipping calculations.
You should have your programmer check and see if the
first five match and if they do then the person can proceed
with their order."
Is there a reason this is the case?

Any change to the shipping zipcode could affect both shipping cost and sales tax charged on the order. So if the shopper changes it on the billing screen then those values need to be recalculated or the merchant could be out money for extra shipping or sales tax.
I have not seen other complaints about this but you could add a message on the shopping cart screen by the zip code input box saying they need to enter the exact shipping address zip code.
