additional shipping to AK and HI?

we have shipping set to a custom fee chart based on currency (0-30$=6.50, etc) But we need to have a service fee of $8.00 for AK and Hi, APO. Can we set this up?

You can go to Preferences > Store Text > Shipping, and use the extra shipping options (ie, shipping 3, shipping 4...) to create shipping options for AK, HI and APO. You can then go to Commerce Setup > Shipping > Configure, and enter the shipping rates for those new options.
