How to offer Free Sample product with minimum order amount

Hi, I am trying to offer my customers a free sample so I setup the sample as a product item with $0.00 no problem. Here is the tricky part. I have a minimum order amount set for my shopping cart. Does anyone have any ideas how I can give my free sample while having my minimum order amount set. Thanks much.

Here is what I found out. I can't do it. Someone suggested creating HTML from outside of shopsite to send email. Has anyone done this? Link a HTML page to Shopsite menu? Sorry it is such a novice question. I really need help! Thanks.
