I am working on a site that uses shopsite 7.1.4 this site sells products to some clients that are tax exempt, since if they are the same state it automatically adds the tax, my Idea for a quick work around was to create a coupon that for those people that would give a discount on the entire order at the same percentage as the tax. unfortunately the sales tax is 8.25% and the coupons system will not allow a decimal number in the % section, if any know how to get around this or knows of a completely different way to set up tax exempt clients please let me know, thanks for any help in advance

Coupons can only be whole % there is no way around that.

If you are using tax by zip you might be able to setup a special section in the zipcode table for specific zipcodes that you will allow to be tax exempt. As the program goes through the zipcode table it tries to match the exact zipcode first and then if it can't find it it uses the wildcard version. So if you have your tax exempt customers send you there exact zip+4 code you could put it in one field which you label "exempt". You would then tell exempt customers that they must enter the zip+4 exactly to get the exempt rate.
