To make sure that it isn't your SSL cert or SSL settings, go to Preferences -> Hosting Service and uncheck the 'Use SSL security in Shopping Cart' checkbox and then Save Changes. Try your checkout again. If it works, then you do have an SSL problem that your host should look at. Also, if you have a custom shopping cart template, try switching back to one of the default shopping cart templates. If it's a custom template problem, contact the designer of your particular custom template to resolve it.
