Unencoded ampersands in URLs

Shopsite generated URLs, such as from [-- SHOPPING_CART_URL --] do not
seem to include encoded ampersands... or they use & instead of &

This wreaks havok when trying to get a site to validate. Is there any
way to change the URL that ShopSite spits out so that it's valid code?
