Receiving Error "Error opening new basket database..."

We are running ShopSite Pro 7.0.5 on Win2K. A customer received the
following error message over the weekend and was not able to complete an
order. They received this multiple times.
"Error opening new basket database file "C:\Program
Files\ShopSite\capturethememoriesmn\data\ctmstore\ip\SSMSB1143935254.3020"
from "./basket.new" This can be caused if the file "./basket.new" does not
exist, or if either directory path has incorrect permissions or
ownership.Please alert the store owner that this problem exists."

We have made multiple test orders since and cannot get the error to
replicate on our end. If it was a regular Windows permissions issue, I would
imagine that all users would not be able to place orders. Does anyone have
any experience with this error message and a possible solution?

I have run into this error again. This time, it is ShopSite 8.3 on a Windows 2003 server. I have double checked the permissions on every folder in the Program Files/shopsite directory to verify accuracy. I have also verified that disk space is not an issue. There is no quota restriction on the folder and there is over 350 GB of available space on the drive. Although the server does have other websites running (including other ShopSite stores), it is a dual Xeon processor server with plenty of RAM and definitely not "over worked." Can you offer suggestions on this?

It's Windows, have you tried a reboot?

We rebooted the box the night before last and we received the error again this morning.

More info on issue

We have done the reboot (see previous post) as well as moved the store to a different box and we are still receiving the errors sporadically. Here is some info on the server which may or may not help. As I navigate throughout the store, I bounce back and forth between static store pages, checkout (order.cgi) and billing.cgi. When I hit the ordering and billing pages, I see the file appear in the task manager (on the server) running under the internet guest account. When executed properly, the CGI files use maybe 1-2% of the CPU and take approximately 1 second to execute before they disappear from the task manager. However, when the billing or order CGI hangs, it will still run as the internet guest account but the CPU usage jumps to around 20-25% and stays there. The web browser will eventually display the "basket" error message but the CGI process call continues to hang on the server (and draw 20-25% CPU usage) even after the error message appears. If it hangs on the order.cgi file, no other sessions are able to access the order.cgi file until the hanged process is killed. The other sessions will receive the "basket" error message as well. In my testing, when I have order.cgi hanging, I will open up several other new test sessions and try to access the order.cgi file. These new sessions will also hang but only with 1-2% CPU usage. As soon as I clear the hanging session, the new sessions will instantly execute and display their appropriate page.
