Free Shipping Coupon

I've created a coupon for Free Shipping for cart totals over $99. I've excluded a bunch of products due to weight and other restrictions.
I thought that if any of the items in the cart were excluded from the coupon that the coupon would NOT be applied. Whats happening instead is if any of the items are NOT excluded the coupon is being applied. In other words I could have 5 excluded items and if I tried to use the coupon it is not applied. But add 1 item to that order that is not on the exclusion list, and the coupon gets applied.
Am I missing something?

I agree, more options for the coupon section would be a nice future feature. We have run into the same problem as above.
