Shipping Insurance revisited

It's been a few years since threads about this topic and still no improvements in ShopSite. Why can't ShopSite include declared value insurance in the shipping charges?

I need to charge my customers for shipping insurance. I used to only offer UPS shipping and set up a handling charge that simulated insurance charges. It was never correct, but was close enough.

Now I offer USPS Priority Mail to my customers in addition to all the UPS services. In the USPS shipping configuration page, there is a setting "Include a declared value in rate requests" but this is only for International mail. Why can't we have declared value insurance included for domestic mail?

In the UPS API it's very easy to get a result including insurance. Please add this as an option. Or at the VERY least, allow us to have separate Handling Charge calculations for each carrier. Post Office insurance charges are very different than those from UPS.
