Alignment of Tax and Shipping Fields

I'm working to redesign our shopping cart template and can't seem to align the Shipping dropdown menu into the same row with the Shipping Total as well as the Tax Option dropdown into the same row with the Tax Total. I've swapped the order of the [-- SC_Tax_Shipping --] and [-- SC_Surcharge --] to no avail. The only luck in searching this topic through the forum yielded this (http://support.shopsite.com/forums/view ... ing+fields) which wasn't much help.

Can anything be done to format the information to improve the customer experience?
