Where is this...

Newb SS question: In which include is [-- GiftCertLink --] defined, so I can get at the html of the anchor tag?

the tag [-- GiftCertLink --] is not "defined" in an include file it is included in the code that generates pages.
If all you want is the anchor tag you can get that from the Gift Certificate configuration screen which you get to by going to Merchandising > Gift Certificates > Configure. The link is at the very bottom of the screen.
