Ordering Samples

I have sort of a unique situation. I have a client who wants to offer samples of products on his site (carpet).

I would like to set it up so that when they go to a product page, they also have an option to order a sample of that product.

I can do this, I think, by using a special product called "Sample" and passing some ordering options with the actual product information.

The catch is that they want to be able to charge a flat fee ($29) for someone to order up to 6 different samples.

Is there a way to charge it as a shipping fee for only the sample product, but only charge it once (not each time a sample product is added to the cart)?

For instance, if they order 1 sample, it would be $29. If they order 5 samples, it would still just be $29.

Any thoughts?
