I have been looking into this and haven't found a way to configure UPS
when the locale is set to other than US or Canada. UPS requires a
zip/postal code for the merchants location when registering. After
modifying locale settings to have a DE for Germany, I tried setting the
country to Germany and used the postal code 61381, which should be
Friedrichsdorf near of Frankfurt am Main and was able to complete the
registration. But when trying to make a purchase UPS seems to think that
the 61381 is a US zipcode even though the merchant country had been set to
Germany.
I'll ask the developer to look into this to see if there is something that
can be done but can't promise anything.

What do you have your merchant and shopper locale set to? (You find this
under Preferences > Locale)

is there anybody outside the US (especially in Europe) using UPS and
Shopsite together?
I remember that I tried to sign-up for an UPS account as needed for the
Shopsite integrated UPS module some years ago and as I was from
Germany, the
UPS website would not allow me in.
Is there any Shopsite store outside the US successfully using the
integrated
UPS module? If we so, in what country are you located?
