Credit Card Fraud

We have been getting inundated with people (one in perticular) trying to use stolen credit card numbers on our site. We are using the Human validation module and have done everything we can on the payment gateway to make it secure. It seem that the person using our site to test the cards. Is the anything we can do to prevent this? Or any suggestions on how to report this use to law enforcement?

If the frequent fraudulent user is coming from a specific IP address you can block that IP from your shopping cart and/or entire site using a .htaccess file. Talk to your host about that, or google 'deny access by IP htaccess'. As far as reporting it to the authorities, contact your local police department and ask them. Probably not much they can do, since the perpetrator probably doesn't live in your town, but they may have ideas who you can report it to if you want to.
