Updating Pages

When I update a page template - that is add html to format the page, do I need to regenerate the store every time? I save the template and the publish banner does not appear. The only way the page updates is if I regenerate the entire store. This is very time consuming.

Yes, in most cases you will need to publish for store pages to be updated since they are static html. Publishing may not be necessary for the pages that load from a cgi such as the search results, shopping cart, customer registration, gift certificate. But if those pages include a css or javascript file that is in the includes > publish area then a publish would have to be done so the template tags in the file can be evaluated and updated.
