shiping fee left out

i did a test order myself, the total in the cart was $23.25 when paypal charged the card it was $20.00 the shipping charge i put in was 3.25 why didnt paypal take the $3.25

If you are using PayPal Standard, then I believe there is a setting within your PayPal account where you set it to use it's own shipping calculator or to use the shipping sent to it as part of the transaction. I do not know where this setting is as I do not have a PayPal account myself.
