This is usually caused a permissions issue.
Can publish other new pages? If you can then the directory has correct permissions and the problem is with the permissions on the sitemap.xml file itself.
If you have ftp or ssh access to the output directory of your store, where the sitemap.xml file is created, then you could delete the file and try your publish again.
If you can't publish any new pages then the problem is with the permissions of the output directory itself. It should have permissions such that the webserver user that the ShopSite store is running as has read and write permissions. You may need to contact your host and have them make sure the permissions are set correctly.
Some web publish tools such as Front Page, take control of the permissions of files and directories and can cause this type of problem. If you are using such a tool I recommend that you not use it to put files to your ShopSite store. It is ok to use them to create templates but you should let ShopSite handle the publishing of all pages.
