Shopping Cart Screen Control

We have our store pages in iframes which makes the Shopping Cart also show in the iframe. We now want the Shopping Cart to show in its own page/window. There used to be a setting you could change to make the Shopping Cart Screen appear in a new window or as the top window. Where has this setting gone? Thanks for any help!

Still there at -- Commerce Setup > Order System > Checkout >For secure orders in frames:
