Payflow Pro with test server question

I'm getting a Declined error 12 whenever I place an order through the Payflow Pro version 4 Test Server. If I switch to the Live Server it works fine.

Any idea why this is happening? I need to configure the thank you and email receipt templates and I'd rather not have to place a live order every time I change something.

Is there another way I can coax Shopsite into generating the thank you screen and email receipt w/o charging a credit card?

Temporarily enable the COD option. ( Commerce Setup > Payment Setup > in the Other Payment Methods section ) You will be able to finalize the order without entering any payment information. If you store is live you should do this just before you are ready to test and then after completing a test disable COD so shoppers will not be able to select that payment method.
