Need to register (upload) one user with multiple ship to

Help. I have a large customer with multiple users that I pre registered via upload. Several groups and shipping instructions etc. That has worked fine. Now the boss wants to have his email registered with multiple ship addresses that he can choose from (in case any 7 of his key people are off work some day). I tried uploading the different addresses using the one email address, but with different passwords. Shopsite only created one user and grabbed only the last password uploaded on my list.

Can this be accomplished? The email is tied to the user name. How can I add multiple ship locations without the end user asking IT for 7 additional email addresses?
