How To Enter Phone Orders?

I've seen people here mentioning entering phone orders into ShopSite...

Do you add to cart and go through the checkout process like you were the customer (who is on the phone) or is there some back office method of entering a phoned in order?

There is no back office method for placing an order it must be done by going through the cart.
