Free Shipping Problem

For my store I'm trying to set up the shipping so that it is free if the customer's purchase is over $100. I went into Commerce Setup>Shipping and checked the box "Enable free shipping if minimum cart value reached." I set the minimum cart value to $100, but it will not apply the shipping when the dollar amount has been met. I have checked both the "Use Subtotal Total" and "Use Product Total" and nothing works. Am I missing something?

Have you specified countries where free shipping applies? There is a Configure button that takes you to the countries screen and a checkbox by the countries that you need to check if the free shipping applies to that country.
