Coupon Issue

I have created a coupon for free freight, and assigned it to a customer through a group.

When viewed in the shopping cart, I am getting the ShopSite Error Message

"Freight Allowed" is not valid for the ZIP/Country being used"

It appears twice until I select an existing shp to address, and then it shows only one time on recalc.

Any solution suggestions.

Had not se allow free shipping in the shipping page at the country level.

Working great.
