Specify extra charge for non-U.S. shipping?

I'm using flat base each shipping. Is there a way to add a surcharge for shipping to destinations not in the U.S.?

The only thing I can think of is to enable free shipping in the U.S., and cover the actual cost through a handling charge. Would that work? Any other ideas?

I'm using shopsite pro 10.

You could write a custom shipping add on module that would do it but out of the box I don't think there is a way.
