Customize Shipping Page Question

I see when customizing the shipping page, there is an option to turn on "Shipping Address not displayed if there is no shipping service".

Is there a shopsite variable (tag), or some other method, to check on the shopping cart template shipping page if this option is enabled?

For example, customer A's order consists of a download product and a shipped product, while customer B's order consists only of a download product.

I need to know if the order will be strictly downloads.
