Can I use both a FREE shipping option in the cart AND a FREE shipping coupon?

ie. We offer Free "Best Way" shipping on any order in the contiguous USA, regardless of order total.

However, we'd like to offer a FREE UPGRADE to UPS Ground for loyal customers.

I created a coupon for "Free Shipping" and selected UPS Ground as the method. The coupon shows as valid when applied in the cart, but the shipping charge is not being deducted, even when I select UPS Ground instead of the default "Best Way" free option and recalculate.
