Help with out of country shipping

I have a customer in Montserrat that wants to place an order but even though shopsite is set to accept Montserrat the customer can not order as shopsite wants a State/Province before the order can continue but only US and Canadian states and provinces are in the choices. This probably affects all our out of country customers and instead of contacting us just went somewhere else...

You can type in the state dropdown box in the backoffice:
Commerce Setup -> State and Country

and add something like:
None;NA

or:
Not Applicable;NA

so international customers can choose this option.
