What Product Level Required for Quantity Box

I currently have the starter program--is there a way I can add a quantity box with a product?

If not, can I do that with Manager?

This is a manager level feature so you would need to upgrade to that level.

Then you find the way to turn it on by clicking on the Advanced editing button on the bottom of the Products screen and then click on the Edit Product Layout and find the checkbox Display Order Quantity: and enable it and then publish the store.
