Baker's Dozen or Quantity Pricing based on percent

I am trying to start a promotion where if someone buys 12 of a certain number of items, they get the 13th free.

It doesn't seem like quantity pricing would work because it requires a specific dollar amount and I want this promotion to cover over 130 products. I would have to create a separate quantity discount group for each item based on the different prices and that would be a pain.

Is there any way to do the discount by a percent?

Can this be done with the Coupon feature?

It seems close but I still can't specify that if you buy 13 of this (particular item), you get one more (of this particular item) free. The feature seems to general, I have to be careful people don't get 13 of a whole bunch of different items and still get the offer.

I would have to create 130 different rewards or coupons for each item that has the baker's dozen special for this to work correctly for me.

Maybe I can only get so close with the features and will have to manually police it.

If only the Quantity pricing feature could do a percentage discount. I feel like there must be a way to do it.

There is no way to use a percentage with the quantity pricing feature.
