Paypal for international customers

I want to add the option of international customers being able to order only using PayPal. I know javascript can be used to check the order, but what about customers that block javascript in their browser? Is there any other way of doing this?

I would also like to know what other merchants are doing for international orders and their payments. What procedures are used for due diligence to prevent fraud?
