Problem with creating shipping options

I have a site running, but we are having issues with the shipping portion of the checkout. We would like the visitor to have just two options:
1. Pick up at store
2. Ship to my location (shipping cost provided later)

Both would have no cost added to the shopping cart.

How would I set that up in ShopSite 9?

Under:
Commerce Setup -> Shipping

You can choose "Flat Shipping", put a checkbox in the first two options, set the price to "0.00" and save. Then, to change the text, go to:

Preferences -> Store Text -> Shipping
