I have two websites that both should be calculating tax at checkout. One works fine and the other does not. The hosting company is clueless as to what the problem is. I have checked the settings on both ShopSite's (both on version 8.3) and the settings are the same. I have also checked the custom templates for the shopping carts on both and they both have these two lines within the code.

I have the user settings in Shopsite Commerce Setup/Sales Tax set to Use shopper selected tax on both websites. I also have the use box checked for tax and have two choices listed on both sites. One works one does not. On the one that does not work the drop for tax still shows up with my two choices (within CA or outside CA) However, if you choose within CA and hit the recaculate button it actually does not calcuate the tax. It just leaves the tax at zero.
If I check the box "Shipping" within Shopsite Commerce Setup/Sales Tax on the one that does not work, it calcuates tax on only the shipping price not the product price. I do not have this box checked on my other website and it calcuates tax on the product just fine.
Any feedback would be great appreciated.
