Is there a list of developers?

Greetings:

I am curious if there is a list of developers? We are interested in using some of the resources found at,

http://www.shopsite.com/developer_tools.html

We are looking at help in deploying these. For example, creating a custom shipping add on that would read a table contain our suppliers inventories levels in their warehouses and then formulate shipping options for customers once then enter their zip code and click recalculate on the cart..
