Another shipping question.

Is there already a shipping method that by default calculates a base shipping costs (e.g. EU 60.00) plus a percentage over a certain $ amount? (e.g. EU 950)

Or would we have to write a custom shipping module to do this?

This type of two-tier shipping system would require a custom shipping API. You can use an extra handling charge equation for a percentage, but it would apply at any price level.
